WELCOME to the Borough of Troy. You’ll find us small in size, but very friendly and big on pride. We are proud of our tree lined streets and rustic surroundings as well as the Historic look of our town. You will find the support behind our children and youth activities from Elementary to High School, very strong.
Troy Borough has a population of approximately 1500 people. Our local government consists of seven elected council people and an elected mayor. The mayor oversees our Police Department which has someone on duty or on call twenty-four hours a day, seven days a week. You also have the ability to call 911 in emergencies using the enhanced system that ties your telephone number to the 911 county operators in Towanda, the county seat.
Our current water/sewer rates are based on gallons of water used. Troy Borough provides water and sewer at a current rate of $10.19/1000 gallons. We charge a minimum of $20.38 for 2000 gallons of water/sewer plus everyone pays a surcharge of $34.56 per quarter. You are billed quarterly. Garbage maybe removed by yourself, or contracted to a private hauler. The Borough Hall has a list of registered haulers.
Real estate, occupational and per capita taxes are payable to Janet Ordway, Tax Collector, at 5 Morgan Circle, Troy. When you receive your tax notice, her home hours and telephone number are listed as she works out of her home.
We have three (3) ordinances a citizen needs to pay close attention to. The first is a grass ordinance. All property's grass must be kept mowed during the growing season. This includes empty lots. Second is an ordinance for snow removal. All sidewalks must be cleared within twelve (12) hours after the storm ends, or by 10:00 A.M., the following morning, if it stops in the night. The third, a burning ordinance which does not allow any burning in the borough with the exception of recreational burning or gas grills. THIS IS NOT AN ORDINANCE, BUT WE REQUEST ALL RESIDENTS TO PARK THEIR VEHICLES OFF THE STREET DURING A SNOW STORM, IN ORDER TO ALLOW THE PUBLIC WORKS DEPARTMENT TO PUSH THE SNOW ALL THE WAY BACK TO THE CURBS.
Troy is mainly a service community with various banks, insurance offices, hardware stores, eating establishments, gas stations, grocery stores, car dealers, lawyers, dentists, doctors, accountants, funeral home, 2 bed and breakfasts, drug store, a local newspaper and much more. We also have several manufacturing businesses, one being Paper Magic, Inc., Penn-Troy Manufacturing Co., Inc., Barefoot Flooring, Cummings Lumber Co., Inc. Cummings Pellet Factory, and Oak Hill Veneer, Inc. We have six churches of all denominations. We also offer Troy Community Hospital and Emergency Room that is open twenty four (24) hours a day. Two senior citizens housing complexes are within walking distance to the center of town. Our Fire Department and Ambulance corp are volunteer organizations. Each have trained and certified volunteers.
Troy Borough offers a curb-side recycle program. The pickup day is the first Wednesday of each month. This includes aluminum cans, glass bottles and jars, newspapers, steel or Abimetal cans, office paper/junk mail, magazines, and #1 and #2 plastic. All items must be food clean and sorted into bags or boxes and set on the curb. Absolutely no garbage. If there is garbage or the items are not food clean and sorted, they will not be picked up.
We also have a Food Bank to assist the public. It is held on Thursdays from 1:00 P.M. -3:30 P.M., at the Harvest House which is located behind the old Kendall's Hardware building, off of Railroad Street.We have several events within our town each year. The Maple Festival and Minstrel Show are held in April, the Troy Fair in July and Founder's Day is held in May, but every five years. There are three major parades each year, Memorial Day, Halloween, and Christmas. This year we hosted the 2nd annual Support the Troops parade and rally. There is also a parade when Founder's Day is held. Our community organizations include Lion's Club, Rotary Club, Heritage Garden Club, Troy Chamber of Commerce, Masonic Lodge, Veteran's of Foreign Wars/American Legion, and Thursday Study Club just to name a few.
Alparon Park, at the junction of Routes 6 & 14 on the East end of the Borough, offers a community swimming pool and a roller skating rink. The Farmer's Museum and Mitchell House are also there along with the Troy Rod and Gun Club. The park is also used for many sporting events for the area kids from Little League, to high school football. There is also a one-half mile track many residents use to exercise by walking.
The Martha Lloyd School is a home for the mentally challenged. The school is open to both male and female clients. Most are residents, however, they do also offer day senior activities, day work training and respite programs.
